
On January 25, CIMC Vehicles issued an announcement disclosing that its U.S. subsidiary Vanguard Global Trailer Holding, together with three of its affiliated companies, has officially participated in the anti-dumping and countervailing investigations initiated by the U.S. Department of Commerce into "van semi-trailers and their components" produced in Mexico, Canada and China.
According to the announcement, the U.S. Department of Commerce officially launched the investigations on January 21, 2026, U.S. time, in response to a prior application filed by the American Trailer Manufacturers Association. The investigating authority argued that in recent years, the export volume of complete van semi-trailers from Mexico to the U.S. has remained at a high level, exerting market pressure on the domestic U.S. industry. In light of this, the U.S. investigating authority has initiated trade remedy investigation procedures covering multiple trading partners, including investigations into relevant products originating from China.
The announcement pointed out that given the potential demand for alternative suppliers among relevant complete vehicle manufacturing and sales enterprises in the U.S., this may bring potential market adjustment opportunities for component suppliers in other regions that hold advantages in product quality, technical compatibility and supply chain resilience. For this round of investigations, CIMC Vehicles, led by its U.S. subsidiary Vanguard Global, has organized its relevant affiliated companies to jointly participate in the proceedings.
In accordance with the procedural timetable released by the U.S. International Trade Administration (ITA), the U.S. International Trade Commission (USITC) is expected to issue a preliminary determination on industrial injury on February 17, 2026. In the event of an affirmative preliminary determination, the U.S. Department of Commerce is scheduled to release the preliminary countervailing duty determination and preliminary anti-dumping duty determination on March 27 and June 10, 2026, respectively. The announcement also noted that the aforementioned expected dates may be delayed due to changes in the external environment or procedural adjustments.
The announcement further stated that in view of the supply chain relationship for relevant components between Vanguard Global and CIMC Vehicles' Qingdao-based subsidiary, CIMC Vehicles has set up a special project coordination team at its headquarters to ensure the orderly submission of documents and materials required for the investigations. Meanwhile, Vanguard Global has established a dedicated project organization in the U.S. and retained a professional legal team to proactively respond to the investigations. These measures aim to safeguard the stable operation of the existing supply chain and accelerate the expansion of its production capacity for relevant components in the U.S.
The announcement emphasized that the investigations are currently in the inquiry phase with no rulings issued yet, and it is expected to take approximately 12 to 18 months to complete all procedures and release the final determinations.
