Two major AI alliances in China have been established: promoting local ecosystems and reducing dependence on the United States!

2025-07-31

During the World Artificial Intelligence Conference (WAIC) held recently in Shanghai, several Chinese companies announced their cooperation in establishing two new AI industry alliances to promote the development of AI technology based on local standards and reduce dependence on US technology. It is reported that the two alliances are the "Model Core Ecological Innovation Alliance" and the "Shanghai Federation of Industry and Commerce Artificial Intelligence Special Committee".

Among them, at the Step 3 Model Release Conference of Step Star, Step Star jointly initiated the "Model Chip Ecological Innovation Alliance" with nearly 10 chip manufacturers, with core members including Huawei Ascend, Muxi, Tianpu Digital, Suyuan Technology, BR Technology, Cambricon, More thread, No question芯穹, Silicon Flow, etc.

At present, Huawei's Ascend chip has first achieved the loading and operation of Step 3. Muxi, Tianpu Digital Core and Suiyuan have also preliminarily achieved the operation of Step 3. The adaptation work of other alliance manufacturers is underway.

It is understood that the goal of the "Model Core Ecological Innovation Alliance" is to create an innovative ecosystem that spans the entire technology stack, from hardware, AI models to infrastructure, with a particular focus on promoting the localization and integration of AI software and hardware, especially in the context of limited supply of foreign high-performance chips (such as NVIDIA GPUs).

At present, it is expected that the alliance will formulate unified communication agreements, interfaces and frameworks to promote the coordinated development among models, chips and infrastructures, and reduce the fragmentation problem in China's AI ecosystem.

The second alliance is the "Shanghai Municipal Federation of Industry and Commerce Artificial Intelligence Special Committee", which is composed of leading enterprises, listed companies, high-growth hard-tech enterprises, and enterprises related to the industrial chain in the field of artificial intelligence in Shanghai.

The steering committee is composed of Shanghai SenseTime Smart Technology Co., Ltd., Shanghai Minimax Intelligent Technology Co., Ltd., Shanghai Jiaoyue Star Intelligent Technology Co., Ltd., Shanghai Suiyuan Technology Co., Ltd., Shanghai Muxi Semiconductor Co., Ltd., Shanghai Tianpu Dianzi Semiconductor Co., Ltd., Shanghai Dokr Network Technology Co., Ltd., Zhiyuan Innovation (Shanghai) Technology Co., Ltd., and other enterprises.

The rotating director is Xu Li, Chairman and CEO of Shanghai SenseTime Intelligent Technology Co., Ltd., and the secretary general is Huang Haiqing, CEO of Shanghai Kupas Technology Co., Ltd.

It is understood that in the future, the AI Special Committee of the Shanghai Federation of Industry and Commerce will focus on the needs of the development of private AI enterprises in Shanghai, fully play the role of connecting wisdom, feelings and hearts, and essentially act as a bridge between AI developers and the demand side of the industry, ensuring that cutting-edge models and systems can actually promote the transformation of China's industry.

At present, the establishment of the two major alliances is not only for building a self-reliant and controllable AI ecosystem in China, but also for providing a more efficient mechanism for the development of AI technology and industrial implementation.
